full laptop.Microsoft Corp.NEW YORK Microsoft is seeing slow sales of a
version of Windows designed for thin and light tablets, even as the
tablet market as a whole is growing, a research firm reported Wednesday.Researchers
at IDC said manufacturers shipped 200,000 tablets running Windows RT, the
special version of Windows for iPad-style tablets, in the January to March
period. That's down from about 900,000 shipped in the fourth quarter.Microsoft
launched Windows RT in October, along with the Surface tablet. The software
runs on a few tablets from other manufacturers as well. Windows RT
is designed to run on phone-style chips, of the kind used in
the iPad, rather than PC-style chips, which tend to use more energy
and require bigger batteries. Using Windows RT means the tablets can be
thinner and lighter, but it also means regular Windows programs won't run
on Windows RT. That's caused some confusion and limited the appeal of
Windows RT, analysts sa
 particularly on border security, could
help Obama sell the immigration overhaul in the U.S., particularly to wary
Republicans. GOP lawmakers have long insisted the U.S. must focus its efforts
on securing the border before addressing the legal status of the more
than 11 million immigrants in the country illegally. The immigration bill
being debated in the Senate would strengthen border security, allow tens
of thousands of new high- and low-skilled workers into the country, require
all employers to check their workers' legal status and provide an eventual
path to citizenship for most of the immigrants in the U.S. illegally.More
than half of the immigrants in the U.S. illegally are from Mexico,
according to the Pew Research Center.Following a speech Friday to Mexican
entrepreneurs, Obama will travel to Costa Rica, his first visit as president
to the Central American nation. In addition to meetings with Costa Rican
President Laura Chincilla, Obama will attend a gathering of leaders from
the Central American Integration system. The regional network also includes
the leaders of Belize, El Salvador, Guatemala, Honduras, Nicaragua and Panama. On
Saturday, Obama will attend a business conference aimed at fostering economic
cooperation between the U.S. and Central American nations. The president
is due back in Washington Saturday night.

far from adequate and an individual found guilty is given a slap
on the wrist and then they say 'OK. Give me my horn
back,'" said Michael H. Knight, chairman of the African Rhino Specialist
Group of the International Union for the Conservation of Nature's Species
Survival Commission.A meeting of the group in February reported there might,
possibly, be one white rhino left in Mozambique and no black rhinos
at all, Knight said.According to Abacar: "We have already announced the
extinction of the rhino population in Limpopo National Park."But Bartolomeu
Soto, director of Mozambique's transfrontier conservation unit, told the
AP "We believe we still have rhinos, though we don't know how
many."Mozambican news reports have said the last 15 rhinos in the park
were slaughtered in the past month, but park officials said those reports
were wrong. Soto said the misunderstanding had arisen over Abacar's statement
to journalists that he had not seen a rhino in the three
months since he was put in charge of the large park. The only
official figure available for rhino deaths is that 17 rhino carcasses were
found in the park in 2010, Soto said. He said officials believe
poaching must be taking place because rhino horn and elephant tusks carried
by Asian smugglers are regularly seized at Mozambique's ports, although
at least some of the contraband could be from animals killed by
Mozambican poachers in neighboring South Afri
rowing costs as long as they first ask
for help from the eurozone's bailout fund. The purchases would lower borrowing
costs because they would drive up bond prices up and interest yields
down, since prices and yields move in opposite directions. Governments could
then take advantage of those lower yields when they sell bonds to
pay off old bonds that are coming due.The ECB has actually bought
no bonds under the offer. The mere fact that the offer exists,
however, affected the bond market and lowered borrowing costs for countries
such as Spain and Italy.CHEAP LOANS TO BANKS: The ECB made an
unlimited amount of cheap, three-year loans available to banks on two occasions.
In December 2011, 523 banks borrowed 489 billion euros ($608.17 billion)
and 800 banks borrowed 530 billion in a second operation in February
2012.The long duration of the loans gave banks security that they would
have the money they needed through 2015. It eliminated market fears
that one or more banks might collapse and thus made it easier
for banks to borrow money and function in support of the wider
economy. Some of the money is now being repaid by banks under a
provision that lets them give the money back after a year.EMERGENCY ASSISTANCE:
The ECB is allowing national central banks in troubled countries to make
emergency loans to banks that are not eligible to borrow from the
ECB's programs. That is because those banks don't have enough safe collateral
