issue provides one look at the real-world fallout of sequestration, which
began March 1 after Congress and President Barack Obama failed to agree
on a deficit-cutting plan. Forced to find the required savings in the
wobbly aftermath of recession, federal officials are getting creative --
reducing hours at courthouses, furloughing employees and cutting back services.
The full impact of sequestration remains unclear because most of the reductions
have yet to take effect.Ryan Yates of the National Association of Counties
said state and local officials understand that sequestration is the law
of the land and that future cuts to scores of federal programs

action means that the sequestration's reach is far greater than they anticipated."This

March letters to the governors incited lawmakers and state officials, who
said the payments came from revenues generated in the 2012 budget year

California boutique automaker ICON, whose modernized take on the 1965 Dodge
D200 cost a fair bit more than the original to build.Created for
a Wyoming rancher, the retro-updated ride mates the crew cab bodywork of
the original with the chassis of a heavy duty 2007 Dodge 3500.Ward
says it was almost a perfect fit. Just eight inches of rear
overhang had to be removed, but the width was spot on. ICON
cleaned up the body panels, and recut the front wheel openings to
better match the ones in the rear, not to mention clear the
new 37-inch tires mounted on beadlock wheels.A 4.5-inch Chase lift kit fitted
with nitrogen-filled Fox reservoir shocks was also added, but the engine
saw some of the most extreme modifications. Ward sent the truck to
Banks Power for a full overhaul of its 5.9-liter inline-six-cylinder Cummins
turbodiesel powertrain. The net result of a new intake manifold, intercooler,
exhaust, electronics and methanol injection is a whopping 500 hp and 975
lb-ft of torque.First gear in the six-speed manual transmission is marked
L because with that much torque on tap you rarely need to
use it. Second, or even third gear starts are a breeze for
the unladen vehicle, which should have no trouble traversing the wide open

and dedication of U.S. diplomats slain in the line of duty as
they led a memorial service on Friday to honor those killed in
last year's terrorist attack on the American diplomatic post in Benghazi,
Libya and an April roadside bombing in Afghanistan.Amid persistent Republican
allegations that the Obama administration is trying to cover up the facts
around the Benghazi incident, Biden and Kerry told the families of the
fallen that they should be proud. They paid tribute to Benghazi victims
Chris Stevens, Sean Smith, Glen Doherty and Ty Woods, as well as
Anne Smedinghoff, the young foreign service officer killed last month in
Afghanistan.Also honored was foreign service officer Ragaei Abdelfattah,
who was killed in Afghanistan last year while working for the U.S.
Agency for International Development. The names of those six, along with
diplomats Joseph Fandino and Francis Savage who were killed during the Vietnam
war, were added to memorial plaques at the State Department as its
employees celebrated Foreign Affairs Day.These are "eight people who dedicated
their lives to service and, to a person, each one sought out
the most difficult assignments," Kerry said at the ceremony. "They understood
the risks and yet they still raised their hands and said: `Choose
