treatment of mentally ill inmates since the lawsuit was filed in 1991. 
That suit claimed the original care was so poor it violated the 
Constitution's ban on cruel and unusual punishment, prompting federal supervision 
to be imposed four years later.The state has spent more than $1 
billion on new facilities and devotes $400 million a year to caring 
for the mentally ill, who account for about one in every four 
inmates in the state's 33 adult prisons. The administration argues it no 
longer is deliberately indifferent to the needs of mentally ill inmates.Yet 
court-appointed experts reported that the prison system still has major 
problems. That includes a suicide rate that worsened last year to 24 
per 100,000 inmates, far exceeding the national average of 16 suicides per 
100,000 inmates in state prisons.Despite the state's efforts to build more 
mental health facilities and hire more staff at higher salaries, attorneys 
representing inmates said much more needs to be done. In his ruling, 
Karlton indicated that he agreed."Systemic failures persist in the form 
of inadequate suicide prevention measures, excessive administrative segregation 
of the mentally ill, lack of timely access to adequate care, insufficient 
treatment space and access to beds, and unmet staffing needs," the judge 
wrote.The judge further wrote that the state could not be trusted to 
continue the improvement
KINGSTON, Jamaica  Two Canadians and two Americans attempting a trans-Atlantic 
expedition have been rescued after a rogue wave apparently capsized their 
boat after 73 days at sea.The U.S. Coast Guard said Sunday that 
the four rowers were rescued from waters some 400 miles (645 kilometers) 
north of Puerto Rico.The group includes Adam Kreek, a Canadian Olympic rowing 
gold medalist. They were attempting to row between Senegal and Miami.The 
men took to a life raft Saturday after their ocean rowboat "James 
Robert Hanssen" overturned and could not be righted. They donned life jackets 
and set off a personal locator beacon.Guard crews located the men some 
five hours after getting a distress signal and a cargo ship later 
picked up the rowers. They are being transported to Puerto Rico.

Chinatown Neighborhood Center, which hosted the story circle where Powell 
described her visit back to her old school.As the daughter of Chinese 
immigrants, Ng learned to speak English as a kindergarten student in a 
Boston public school. But after her family moved from Chinatown to a 
white neighborhood in 1976, students threw stones at her when she walked

not you were on a bus," she said. "Racial tensions in the 
city were just really high."The uproar started in 1974, when a federal 
judge imposed busing after a lawsuit claimed black students were getting 
lower-quality education than children who attended mostly white schools. 
Black students were bused to schools in white areas, and white students 
went to black neighborhoods. The National Guard was called in amid demonstrations 
and riots; school buses got police escorts.The unrest continued for years. 
In 1976, a news photographer caught a white teenager attempting to spear 
a black man with an American flag during a busing protest outside 
City Hall. In 1979, 15-year-old black football player Darryl Williams was 
left paralyzed by a white sniper's bullet during a high school game.Alexander

Post reported that Fuqua's 84-year-old mother, who operated an art school 
for decades in Fairfax County under the name Marcia Fouquet, is an 
artist who specialized in reproducing paintings from Renoir and other masters. 
The Post said Fouquet had artistic links to Baltimore in the 1950s, 
when the painting was stolen, and graduated from Goucher College with a 
fine arts degree in 1952.A man who identified himself as Fuqua's brother,

is my sister didn't just go buy it at a flea market."The 
man later retracted his story, and ultimately said it was another person

to reach Martha and Owen Fuqua Friday were unsuccessful. Martha Fuqua's 
lawyer did not return a call Friday seeking comment.The FBI has an 
ongoing investigation, according to spokeswoman Lindsay Godwin.Meanwhile, 
U.S. District Judge Leonie Brinkema ordered all parties seeking to claim 
ownership of the painting to make their case in written pleadings later 
this month.
