claim it and now cemeteries in Massachusetts have refused to take the
body. The corpse has languished in a city morgue since April 19,
when he was killed in a shootout with police, but now it
is being prepared for burial somewhere in or around Boston. The remains
were originally taken to Dyer-Lake Funeral Home in North Attleboro late
Thursday, prompting crowds to jeered and jab middle fingers in the air

occasionally sneaked into and around a Texas fertilizer plant in the years
before a massive, deadly explosion sometimes looking for a chemical
fertilizer stored at the plant that can be used to make methamphetamine,
according to local sheriff's records.Sheriff's deputies were called more
than 10 times to West Fertilizer in the 11 years before an
April 17 blast that killed 14 people, injured 200 and leveled part
of the tiny town of West, according to McLennan County sheriff's office
files released through an open-records request. Multiple calls involved
suspicion that anhydrous ammonia was being stolen.The records portray a
plant with no outer fence that was a sporadic target of intruders.
Law enforcement was occasionally called because someone had noticed the
smell of gas outside or signs of an intruder.Anhydrous ammonia is a
fertilizer that is a frequent target of burglars trying to manufacture methamphetamine.
In the right conditions it can be flammable or explosive, though that
is nearly impossible outdoors. However, a leak of the gas could create
a potentially fatal toxic chemical
The White House budget office is recalculating how to apply automatic spending
cuts for a handful of agencies, freeing up almost $4 billion for
the Pentagon and another $1 billion or so for Homeland Security Department
and NASA.Capitol Hill aides familiar with the White House changes say the
administration has identified almost $5 billion in cuts that can be restored
under its reading of the arcane budget rules governing the across-the-board
cuts, known as sequestration. The calculations would restore $5 billion
of the scheduled $85 billion in automatic sequestration cuts.An administration
official confirmed the calculations Friday but declined to comment further
because the process is ongoing. The official and congressional aides spoke
on condition of anonymity because they were not authorized to discuss the
changes publicly.The move comes amid increasing public pressure to find
ways to lessen the impact of sequestration. Federal agencies are warning
that the mandatory cuts could mean cutbacks in services. Last week, Congress
passed and President Obama signed legislation giving the Federal Aviation
Administration the ability to avoid furloughs that were causing flight delays
by tapping money in other accounts.The cuts officially began in March after
Congress and Obama could not reach an agreement on a broader budget
deal. The automatic cuts had been imposed under a hard-fought 2011 debt
