record low. Low rates are increasing the affordability of buying homes and 
refinancing.Mortgage buyer Freddie Mac said Thursday the average rate for 
the 30-year fixed loan slipped to 3.40 percent from 3.41 percent last 
week. That's near the 3.31 percent rate reached in November, which was 
the lowest on records dating back to 1971.The average rate on the 
15-year fixed mortgage fell to 2.61 percent from 2.64 percent last week. 
That's below the previous record low of 2.63 percent in November, the 
lowest since the 1990s.Low mortgage rates are helping drive a housing recovery 
that began last year. Home prices are rising. Sales of new and 
previously occupied homes are up this year. Builders broke ground on homes 
in March at the fastest annual pace in nearly five years.Sales of 
new homes rebounded last month to a seasonally adjusted annual rate of 
417,000, the government reported Tuesday. The increase added to evidence 
of a sustained housing recovery at the start of the spring buying 
season.New-home sales are still below the 700,000 pace considered healthy 
by most economists. But the pace has increased 18.5 percent from a 
year ago. Most economists see more gains ahead, as housing is likely

ring from behind bars. Tavon White, who was named in the indictment, 
allegedly impregnated four prison guardsMyFoxDC.comA Maryland gang member 
is accused of running a scheme to smuggle contraband into prison by 
"corrupting" 13 female prison guards from behind bars, four of whom he 
impregnated.A federal indictment says Tavon White has been charged in the 
plot to smuggle drugs, cell phones and other contraband into the Baltimore 
jail and other corrections facilities, along with the prison guards, six 
of his fellow inmates and five others with gang ties who allegedly 
operated outside the jails.The indictment also says the ring involved sex 
between the inmates and guards, which led to four of the officers 
becoming pregnant by White, the leader of a jailhouse gang called the 
Black Guerrilla Family.White is accused of "corrupting" the female officers 
through personal and sexual relationships and other bribes and convincing 
them to join his ring, Fox Baltimore reports.MyFoxDC.com reports the ring 
became increasingly brazen and confident over time, with White quoted as 
saying: "You understand me? This is my jail. I am dead serious, 
I make every final call in this jail."White was being held at 
the Baltimore City Detention Center awaiting trial on a charge of attempted 
murder at the time.The gang members and the corrections officers have been 
charged with conspiracy, drug po

at least twice in 2011 with concerns about Tsarnaev, the Chechen who 
two years later would carry out last week's deadly bombing of the 
Boston Marathon, as an example of an instance that merits further investigation."In 
a string of apparent intelligence-sharing lapses, Tamerlan Tsarnaev was 
able to slip through the cracks and carry out this devastating attack," 
the senators said.Authorities suspect Tsarnaev, 26, and his younger brother, 
Dzhokhar Tsarnaev, of using improvised explosives to kill and maim runners 
and spectators near the finish line of the Boston Marathon. Three people 
were killed and more than 200 injured in the April 15 attack.Tamerlan 
Tsarnaev was killed days later in a shootout with police. His 19-year-old 
brother escaped but was captured alive Friday night and now faces a 
charge of use of a weapon of mass destruction that could carry 
the death penalty.The brothers immigrated to the United States about a decade 
ago with their family. Dzhokhar Tsarnaev became a U.S. citizen last year, 
but Tamerlan had not yet earned citizenship.Senators, after being briefed 
on the case Tuesday, said the U.S. government had "multiple contacts" with 
Russia about the older Boston bombing suspect, but those lawmakers wouldn't 
offer any more details.Fox News was told the FBI tried to determine
