June 30, 2011: California Gov. Jerry Brown signs the state budget.APSACRAMENTO,
Calif. Gov. Jerry Brown announced Wednesday that he has signed legislation
expanding the ability of state agents to seize firearms from nearly 20,000
Californians who are not allowed to have them. They collectively own more
than 39,000 handguns and 1,670 assault weapons but are prohibited from owning
firearms because they have been convicted of crimes, ruled mentally unstable
or are subject to domestic violence restraining orders. The bill authorizes
$24 million for the state Department of Justice's Armed and Prohibited Persons
program. The money will go to hire more agents to confiscate the
weapons and reduce the backlog over the next three years. The program, which
is unique to California, cross-checks five databases to find people who
bought weapons they are no longer legally allowed to own.SB140 by Senator
Mark Leno, D-San Francisco, authorizes $24 million to hire more agents to
confiscate the weapons and reduce the backlog over the next three years. The
bill is the first of numerous firearms bills introduced by lawmakers in
response to recent mass shootings in Connecticut and Colorado. The Democratic
governor signed the bill without comment."California is leading the nation
in a common-sense effort to protect public safety," Attorney General Kamala
Harris, who oversees the state Department of Justice, said in a statement.U.S.

President Barack Obama is seeking to refocus economic relations between
the U.S. and Mexico, even as fresh questions about security cooperation
threaten to cast a shadow over the president's visit to the southern
neighbor.Obama also will use his three-day trip, which begins Thursday and
includes a stop in Costa Rica, to highlight the immigration overhaul moving
through Capitol Hill, both for an audience in Latin America and for
those back home in the U.S.The president is scheduled to arrive Thursday
afternoon in Mexico City for meetings with President Enrique Pena Nieto
and members of Mexico's business community.Since taking office in December,
Pena Nieto has moved to end the widespread access it gave U.S.
security agencies helping fight drug trafficking and organized crime. The
changes mark a dramatic shift from the policies of Pena Nieto's predecessor,
Felipe Calderon, who was lauded by the U.S. for boosting cooperation between
the two countries as he led an aggressive attack on Mexico's drug
cartels. The White House has tried to downplay a potential rift, with officials
emphasizing Mexico has kept the U.S. informed about the changes. Obama on
Tuesday said he would wait to hear directly from his Mexican counterpart
before assessing the changes.Despite the intense focus on security issues,
Obama advisers say the president will try to show that the ties
between the two countries are broader than the drug wars that defined
the relationshi

<p style="font-size:xx-small;"> received a notice that the space telescope and
Cosmos 1805 would miss each other by just 700 feet. The mission
team monitored the situation over the next day and it became clear
that the two spacecraft, traveling in different orbits, would zip through
the same point in space within 30 milliseconds of one another, NASA
officials said."My immediate reaction was, 'Whoa, this is different from
anything we've seen before!'" NASA's Fermi project scientist Julie McEnery
said in a statement. The Russian space junk was travelling at a speed
of 27,000 miles per hour in relation to Fermi. If it had
smashed into the space telescope the explosion of the two spacecraft would
have released "as much energy as two and a half tons of
explosives," NASA officials said"It was clear we had to be ready to
move Fermi out of the way, and that's when I alerted our
Flight Dynamics Team that we were planning a maneuver," McEnery added. After
making those calculations, scientists started planning to fire Fermi's thrusters
specifically designed to move the satellite out of the way if these
situations arise."It's similar to forecasting rain at a specific time and
place a week in advance," Eric Stoneking, the attitude control lead engineer
for Fermi at NASA's Goddard Space Flight Center said of predicting these
kinds of impacts in a statement. "As the date approaches, uncertainties
in the prediction decrease and the initial picture may change dramatically."The

ca. This week a person was
arrested at the airport of the capital, Maputo, in possession of nine
rhino horns, Soto said. The price of rhino horn has overtaken the price
of gold as demand has burgeoned in Asian countries, mainly China and
Vietnam, where consumers wrongly believe that the horn made
of the same substance as fingernails has powerful healing
properties. Chinese traditional medicine prescribes it for everything from
typhoid, infant convulsions and fever to an antidote for poison and to
relieve arthritis and cure possessions by the devil. Syndicates from Vietnam,
China, South Korea and Thailand have been identified as being involved in
the trafficking.Knight said rhinos first became extinct in Mozambique around
the turn of the last century, in the age of the big
white hunters, when the animals also nearly disappeared in South Africa,
which is now home to 90 percent of Africa's estimated 20,000 white
rhinos and 4,880 black rhinos. In 2002, leaders of Mozambique, South Africa
and Zimbabwe agreed to establish a transfrontier park straddling their borders
and covering some 35,000 square kilometers (13,514 square miles) of the
best established wildlife areas in southern Africa with South Africa's famed
Kruger National Park and Zimbabwe's Gonarezhou National Park. It is funded
by several international wildlife organizations and the European Union.Soto
said some 5,000 animals of various species were translocated from South
