against possible allegations of rape, indicating it was an administrative order
and not an individual decision.Because the military is also acting as a
police force, "it is the duty of the armed forces when carrying
out these duties to abide by the law and not violate its
provisions when dealing with citizens," the court ruling said. The ruling "is incredibly
important not only because it comes after scenes of sexual assault and
battery of women by military troops," said Heba Morayef, an Egypt researcher
with Human Rights Watch. "It is also important because it is the
first time a civilian court acknowledged and criticized abuse by the military."At
first the military denied administering virginity tests. Then last week, the military
prosecutor said one army doctor is on trial for abuse. On Tuesday,
after the court decision, military prosecutor Adel el-Morsi said the tests are
not condoned by the military, calling the abuse "an individual behavior" that

Iran is threatening to stop the flow of oil through the Strait
of Hormuz a key world oil route in the Persian Gulf
if the West imposes more sanctions over its controversial nuclear energy
program. The sanctions stem from a U.N. watchdog report that alleges the country
may be developing nuclear weapons. Iran has denied the claims, stating that
its program is for peaceful purposes, Reuters reports."If [the West] impose sanctions
on Iran's oil exports, then even one drop of oil cannot flow
from the Strait of Hormuz," Iran's First Vice President Mohammad Reza Rahimi
told Iranian news agency IRNA."Our enemies will give up on their plots
against Iran only if we give them a firm and strong lesson,"
he added. In Washington, State Department spokesman Mark Toner called the threat "bluster."
He said it was "another attempt by them to distract attention from
the real issue, which is their continued noncompliance with international nuclear obligations."Rahimi

AUSTIN, Tx. Matthew McConaughey celebrated an extra special Christmas by popping
the question to his longtime partner, Camila Alves."Just asked camila to marry

a Christmas tree. The "How to Lose a Guy in 10 Days" star
has been dating the 29-year-old Brazilian model since 2007 and the couple
has two children together -- Levi, 3, and Vida, 1.McConaughey, who broke

nd he adds, "Recent estimates indicate that veterans comprise about one quarter
of the total adult homeless population."A new foundation would not replace the
many existing organizations that already offer help to veterans. Rather, it would
create a kind of clearinghouse of information to make it easier for
veterans to find help that already exists."Without this type of collaboration," Bennet
says, "in some communities, veterans can fall through the cracks in the
systems that support them."Bennet says a working model for the foundation already
exists in Colorado Springs, a city home to five major military installations.
Retired Air Force Major Gen. G. Wesley Clark (not to be confused
with retired U.S. Army General Wesley K. Clark who ran for President
in 2004) says the Colorado Springs region is a community that understands
the needs of America's veterans."Well I think it's important to understand up
front that in the United States approximately only 1 percent (

APNovember 29, 2011: Senate Minority Leader Mitch McConnell speaks on Capitol Hill.
WASHINGTON As a year marred with fights and stalemates within the
federal government comes to a close, Republican lawmakers and President Obama are
embroiled in yet another battle of wills.Republican lawmakers are refusing to officially
adjourn for the year in hopes of deterring Obama from making any
unconfirmed appointments to controversial boards while Congress is on vacation.Senate Republicans and
the president cant agree on new National Labor Relations Board members, leaving
only two chairs on the board filled going into the new year. This
will cause the board to shut down, as a quorum cannot occur
with two chairs filled. Obama will then be forced to make recess
appointments in order to keep the board running. However, under the Constitution the
president can simply appoint someone to fill any of these slots on
his own if the Senate is not in session. In an effort to

he man whose at the back of the polling pack -- despite
recent buzz giving him a late boost -- is taking nothing for
granted but has nothing to lose."My feeling is when you're sitting last,
if you can do better than that, that's good," he told Fox
News.Santorum said he's got 1,000 caucus representatives in a contest with about
1,700 caucus locations. He acknowledges that means no official representative to make
his case at each of the locations, but at "almost all of
them, and no other campaign is going to have someone there who's
going to get up and speak on our behalf."Santorum, who claims organization
and message will make the difference, is also banking on a divide
and conquer strategy."There's really three primaries going on here," Santorum said. "Ron
Paul has his own primary, the libertarian primary. And (Newt) Gingrich and
(Mitt) Romney are sort of the establishment primary. And I think there
are three who are vying for the conservative mantle to go up
