NAIROBI, Kenya  A Kenyan military spokesman says most Kenyan troops will 
soon leave Somalia's port city of Kismayo which they have controlled since 
September 2012 after ousting al-Qaida-linked militants.Col. Willy Wesonga 
said Friday the Kenyan army will leave Kismayo "soon."  Wesonga said 
Sierra Leonean forces will replace the Kenyans who will move to the 
Gedo region. He said only small Kenyan units will remain in Kismayo.The 
announcement comes as Kenyan forces are accused of misconduct including 
that they backed one Somali militia against others in Kismayo. The Mogadishu-based 
Somali government demanded a more neutral force in Kismayo.Kenya is among 
several African countries that have troops in Somalia in the African Union's 
joint force that is backing the country's weak government against a rebellion 
by the Islamic extremists of al-Shabab.

Peduto has ordered flags flown at half-staff as authorities grieve the loss 
of a K-9 officer and moved to prosecute the suspect charged with 
fatally stabbing the animal.Twenty-one-year-old John Lewis Rush was one 
of Allegheny County's most wanted fugitives when police say he stabbed the 
8-year-old dog, Rocco, Tuesday night as officers tried to arrest him.Police 
say Rush "lunged out from near a pillar and attacked K-9 Rocco," 
and used a pocket knife to stab the dog in the back. 
Three other officers were hurt in the struggle.The dog survived surgery, 
but died at a veterinary hospital Thursday evening. The animal succumbed 
to his wounds and was not euthanized. He had showed signs of 
improvement but he suffered from additional bleeding and developed pneumonia,

needs a new, um, rotorbeltifyer or a change of translubricator fluid. And 
you may just fork over the money, especially when the offending part 
or fluid is jammed under your nose. To help separate myth from 
reality, weve prepared this guide to common comments from car mechanics.

is often correct. You may not realize wipers are shot until youre 
driving in heavy rain or snow. Replace wipers every six months, or 
if they streak or miss some areas.'You need a new air filter.'A 
dirty air filter can rob power from an engine. Its usually checked 
at every oil change, but that doesnt mean youll need a new 
one. Have it cleaned or replaced every 12,000 to 15,000 miles. Not 
sure if its dirty? Remove it and hold it up to a 
strong light. If you cant see the light, replace the filter.'Your brakes 
are worn.'A high-pitched squeal may be the first warning. Other signs: the 
brakes grab or vibrate, and the brake pedal feels soft when pressed. 
A grinding sound means a replacement is long overdue, and worn brake 
pads may be damaging the brake rotors. Pads should be checked at 
least twice a year.'You need an oil change.'Most vehicles are designed to 
go 7,500 miles or more between changes under normal driving conditions. 
And synthetic oil can last twice as long. Check your car owners 
manual, because changes can become price

to opt for a quick fix rather than a long-term solution."Physicians have 
less and less time to spend with patients or may see them 
only occasionally, when their talk therapist sends them in for drugs," noted 
Dr. Harold J. Bursztajn, a forensic psychiatrist and an associate clinical 
professor of psychiatry at Harvard Medical School."Anxiety can almost always 
be treated in other ways, but too many doctors are too rushed 
to search for the root of a patient's problem when there's a 
supposed solution that seems quick, easy and effective."Once a doctor prescribes 
the drug, follow-up care may be lacking, as Kim in Pennsylvania discovered. 
The energetic then-20-year-old college student started having frequent anxiety 
attacks and visited a doctor, who had previously prescribed generic Xanax 
for her to use as needed for occasional anxiety. This time, he 
put her on it daily.The drug soothed her panic but made her 
so drowsy that she began to oversleep and miss classes. Her GPA 
dropped, and she took to avoiding her friends. After a month, the
