ommitted to dealing with
the gang problem that is tormenting honest people in his hometown as
he is to blaming law-abiding gun owners for the acts of psychopathic
murderers."House Speaker John Boehner, R-Ohio, repeated his view that the
Senate should act, saying, "It's one thing for two members to come
to some agreement. It doesn't substitute the will for the other 98
members."In a written statement, Obama said he'd prefer stronger language
than the compromise, but he said it represented progress."It recognizes
that there are good people on both sides of this issue, and
we don't have to agree on everything to know that we've got
to do something to stem the tide of gun violence," he said.Other
highlights of Obama's gun agenda -- including bans on assault weapons and
high-capacity ammunition magazines -- seem to have little chance of winning
approval in the Senate, let alone the House.Polls show more than 8
in 10 people back expanded background checks. Even so, the fight will
be difficult in both chambers, especially the House, where increasing numbers
of district lines are drawn to protect incumbents, said James Pasco, executive
director of the Fraternal Order of Police."They're not going to have a
constituency in every instance that is champing for that bill," said Pasco,
whose group has backed the drive for expanded background checks. The director

City Mayor Michael Bloo
m police and store employees, Hurtado collected
rope and rags from store shelves and put makeshift tourniquets on both
arms, most likely saving the man's life, police said."Were we in a
good place for it? No, but you improvise," Hurtado said. "If I
didn't have rope I'd have used my shoelaces. We would have made
it work."The man was in surgery hours after the incident, said Spl.
Rudy Lopez, from the West Covina police. He knew nothing more of
the mans condition. The man, who looked to be in his 40s, was
carrying no identification, has been unable to answer questions, and was
not heard saying anything in the store, so police do not know
his name or why he cut himself, Lopez said.Police interviewed about five
people who said they saw what happened, and Lopez said there were
likely many more who quickly left the disturbing scene."It was pretty graphic,"
he said. The store was shut down the rest of the day.Click

<p style="font-size:xx-small;">ercent surveillance of the entire border, and apprehending
90 percent of border crossers or would-be crossers -- or getting them
to turn back to Mexico -- in sectors where the majority of
unauthorized entries take place. As of the end of the 2010 fiscal year,
the Department of Homeland Security reported achieving some level of operational
control of 44 percent of the nearly 2,000-mile border, according to a
Government Accountability Office report this year. Operational control was
defined as the ability to detect and respond to cross-border illegal activity. In
one border sector cited by GAO, the busy Tucson sector, 64 percent
of people who managed to make it across the border were apprehended
in 2011, while 23 percent turned back to Mexico and 13 percent
got away. That meant the sector stopped or turned back 87 percent
of crossers, close to the 90 percent level sought by the legislation. The
new goals would be achieved by giving the Department of Homeland Security
six months from the bill's enactment to create a new border security
plan deploying the personnel, infrastructure and technology needed to achieve
the 90 percent effectiveness rate. Also within six months, the department
would have to create a plan to identify where new fencing is
needed on the border. Once those plans are certified, people living here
illegally could begin to apply for a provisional status allowing them to
work here legally. If the 90 percent rate of apprehensio
lso killed.Manchin, a red-state Democrat working with
blue-state Republican Sen. Pat Toomey of Pennsylvania, is trying to broker
a deal that would expand criminal and mental health background checks by
pressuring states to share data on prohibited purchasers and to include
sales that take place through a commercial enterprise. An individual could
sell another individual a gun without a background check, but if a
commercial entity is involved hosting a gun show or an Internet
site mandatory checks would be required. Even as gun control proponents
bemoan the deal as watered down, gun rights groups remain worried that
the legislation could be altered to create a federal firearms registry.
The Manchin-Toomey plan forbids the creation of such a list, but conservatives
hold little trust when it is the Obama Justice Department that is
doing the enforcement. But even if Manchin-Toomey somehow survives the Senate
and passes the House, it would not prevent the next Newtown. Or
the next Aurora. Or the next Tucson. Or the next Blacksburg. All
of the weapons said to be involved in those mass killings were
legally purchased from gun merchants and subject to full federal background
checks. And while gun control advocates can be happy that the expanded system
may mean fewer gun sales, theres little reason to think that Manchin-Toomey
would do much to help the problem of greatest concern in the
Democratic Party: street crime. As the urban party, Democrat
