NetBSD build trees cleaned up

There were two build volumes for NetBSD, sipbsrc.i386_netbsd.nb and
sipbsrc.inbsd.nb. At Chad's request, I finished cleaning them up so
that there is only sipbsrc.inbsd.nb.
There was an overlap for popmail, so there is a popmail-old.tar.gz in
/mit/sipb/src/inbsd. Whoever is responsible for the popmail builds
should either nuke that file or replace the other build tree with it.
