[4003] in SIPB bug reports
clients with partial access to project.sipb.readonly

There's a bunch of files in /afs/sipb/project/sipb that can be
accessed by some AFS clients, but not by others. I first noticed
the problem when trying to access decmipsbin/sdate around 9 P.M.
on July 27 (although at the time I'd ascribed it to isolated client
cache corruption).
The problem looks like:
client1% (cd /afs/sipb/project/sipb/decmipsbin; ls -l |& head -4)
sdate: No such file or directory
total 27676

(etc., i.e., the program runs correctly)
Random observations:
-- a client can either access all of these files, or none of them
-- I tried several decstations (only) and about half can access
the files, and half can't
-- I haven't tried other platforms, although a missing rtbin/sdate
was reported by rjbarbal on -i help, 1 August 05:22
-- the problem has been around since before the last release of
project.sipb (i.e., vos release doesn't seem to help)
-- the RW volume and the athena-cell copy don't have the problem
-- I haven't made a careful check of the RO volume other than today,
so I don't know if it's getting progressively worse
Although I don't know, I would guess this indicates corruption of the
RO copy on rosebud:/vicepb.
