Ummmm... if the users DTRT and end the paths with a colon when
setting the appropriate env vars, then the system defaults get
appended to the TFM and PK paths and dvips finds the fonts.
If the env var does not end with a colon, this means "this is all of
the path that I want." I don't think we want to disable this.
