Hi there. Your problems occur because the copy of config.ps you are
using *isn't* the correct one: the default one lives in
/mit/sipb/lib/tex/ps-config (and not /mit/sipb/lib/tex/ps).
So, the file is not going to be changed, but the version of dvips we
are using probably will, soon.
