It is legal to have a sequential webster server. But it has to be
technically set up like that, not just a policy.
that is, if we implement a queue, it'd be great.
I'll grab the server code (from Cleveland, I think.. I'll find it) and
see if we could implemenet it that way, but this makes it much less
useful in general - I don't think it's good enough to take over
general webster service.
