I don't know enough about pictex or transfig to be able to address all
of the concerns raised here.
I thought that pictex was designed to work only with latex, i.e., it's
not supposed to work with plain tex. If I'm wrong about that, then I
don't know how a user would go about including a pictex document in a
plain tex document.
I need more details than "it is not functioning properly," in
reference to fig2dev. I use it, and it works for me.
I don't use pictex or piclatex, so I can't comment about the
conversions that fig2dev fails to do.
