I just tried the version of transfig on export under
/pub/R5untarred/contrib/clients/transfig (or some such very similar
path) and it doesn't seem to use \SetFigFont at all.
That is not the most recent version of transfig. As I said, OLDER
versions don't use \SetFigFont.
The most recent version, 2.1.6, is in
/contrib/R5fixes/transfig-patches. The version you were looking at is
2.1.3.
We can't back out from 2.1.6 because it fixes other bugs that are
present in 2.1.3.
