/etc/syslogd on binkley is fixed. There is a bug in the current
version of syslogd which prevents it from starting up properly if
someone is subscribing via zephyr to *.debug messages in
/etc/syslog.conf when it starts up. I fixed the bug for my own use
(it entails only moving two lines of code about eight lines forward in
the source file, so that they come after a ZInitialize call isntead of
before it), and compiled and installed that version of syslogd on
binkley.
