I fixed the bug with dclock wherein it wasn't propely recognizing the
miltime flag or resource on startup. New binaries have been placed
into the read/write volume for vax, rt, decmips, rsaix, and sun4c.
(NOTE: The next binary couldn't be updated due to Milo's current
troubles)
