First of all, messages of the sort you sent should be addressed to
bug-sipb, not to the entire sipb mailing list.
Second, the problem you are encountering is due to the fact that the
font names and sty files for PostScript fonts are different when using
dvips.
In particular, I believe you should be using "ptmr" instead of
"t-rom", and "times" instead of "timrom".
