Paul,

  The behavior you illustrated is not a bug.  LaTeX indents paragraphs
a set length.  It considers each block of text appearing after a blank
line (or the first block of text after the \begin{document}) to be a
new paragraph, and therefore indents it.  It does not indent the first
paragraph of a chapter or section.

  If you don't want any indentation, then you can set the length
\parindent to 0.  I.e., \setlength{\parindent}{0in}.

  Or, you can just continue to use the \noindent commands.
