I seems like things get added and fixed in the locker so much that
recording it all in the CHANGES file would be a pain and/or make it so
big that it becomes useless. (Perhaps we should just remove the file?)
But there IS a sort of change log that consultants can read to be
aware of changes... bug-sipb discuss meeting. that will have
announcements of all changes as well as many other concerns that
consultants might want to be aware of (like if users are experiencing
particular trouble with something).
