man page reorganization

Let me explain a little more clearly....

In sipbsrc, there are a lot of man pages which right now have copies
both in the manl direcory and in the source directory for the piece of
software with which they belong.  This is bad, because when someone
patches one of the man page copies they might miss the other, and who
is to say which is the appropriate one to patch?

Therefore, I want to make sure that all of the man pages that have
copies with the sources appear only as symbolic links in the sipbsrc
manl directory.

However, there will *not* be symbolic links in the sipb locker --
after everything is reorganized into sections by program type and I
use catman to make a new set of pages from whats in the sipbsrc man
directories, I'll copy it over en masse to the sipb lockers, making
sure that links are replaced with the actual files to which they
point.

How's that?
