The distribution restriction 'works', but not well. Athena's news
server only sends articles with Distribution: mit to other sites who
want to receive mit groups. That's not just sites on the MIT campus,
however. And those sites don't necessarily do the right thing with the
header, which is most of the problem.
Summary: adding a distribution is the right thing to do, but it's not
infallible.
