The "global" recipient for a zephyr subscription is represented as "",
the null string. The "global" instance for a zephyr subscription is
represented as "*". This is extremely confusing and should be fixed.
If things depend on it that would break if it was changed, then it
should at least be fixed in the next protocol revision.
