Probably not. Those files each contain the single line "*.*@*" in our
acl files. That will give all users unrestricted subscription access
to the operations class. However, from the zephyrd man page:
If an access
control list of a given type is absent, there is no restric-
tion of that type on the class, except that any notices of
the class must be authenticated.
So *.*@* and an empty file seem to be equivalent.
