Sorry it took so long to get back to you.
Under the acl configuration we have at athena, <operations,message,*>
is in the default subscriptions file. However, only the members of
our operations staff are in the xmt-operations.acl file. This way,
when it is important, the right people can send to everybody running a
zwgc, but normal users are prevented from abusing the system. If you
add your zephyr name (kerberos principal, if you run kerberos) to
/usr/athena/lib/zephyr/xmt-operations.acl on both servers, then you
will be able to send to all the users on your system. Good luck.
