What you could do to help track down the cause next time would be to add a
couple lines of code to dispatch() to have it syslog whenever it deals with
a packet from a host with an address other than 18.xx.xx.xx. Also, it might
be useful to add similar code to rexmit() to see if there are an abnormal
number of retransits to these remote sites- a large retransmit queue might
explain some of the slowdown.
