.rconf files in the source tree

I suspect that when you create your build trees, you use synctree
without the -nosrcrules operator.
The reason I state this is that the third/supported/tex/.rconf file
links the lib directory - which is the only explanation that I have for
the fact that the lib directory is installed properly (not all
symlinks).
The following other .rconf files exist - which are probably used during
the development phase - are they important?
./src/athena/bin/olc.dev/.rconf
./src/athena/lib/moira.dev/.rconf
./src/athena/lib/zephyr.p4/.rconf
./src/third/supported/tex/src/.rconf
./src/third/supported/X11R5/mit/.rconf
