You left out one option, that of installing a /usr/lib/X11/XKeysymDB
on platforms for which we have vendor-supplied software that requires
it.

This might seem silly at first, but I think it makes sense.  We
wouldn't hesitate to install all the configuration files a particular
vendor's app uses in the standard location; perhaps we would flame at
the vendor for making a poor choice, if appropriate.  XKeysymDB, even
though Athena installs its own copy, is in this case just a config
file that the vendor app needs.  So why should it be different?

IMHO, anyway.
