x11r4 locker and Imake config files

There are changes in the x11 locker that necessitate changes in the
config files, and even before you started making changes in the locker
for 7.3, the files in /mit/x11/src/mit/config were different from the
ones in /usr/lib/X11/config.
The point, Richard, is that the x11r4 locker is not intended to be a
development locker. It is intended to support the current release,
and it is ADVERTISED as supporting the current release. That means
that the Imake config files, along with everything else in the locker,
should support the current release.
