This is true of reactivate as well.  Why are we even bothering to
check USRLIB anymore, if we know it isn't going to be set to anything
on any workstation that's running the new /etc/rc or new reactivate
script?

/etc/rc still tries to attach $USRLIB.  This is no longer needed.
