Changes to system packs for 7.0F

The following are changes that need to be placed on the rvd's. The afs
packs in the testers cell have been updated to reflect the changes. The
main change is to diable text-caching in the kernel. This feature was
enabled this release in order to improve performance, but hurt it in the
long run.
WARNING - WARNING - WARNING - WARNING - WARNING - WARNING - WARNING
The hesiod infomation for machines on this floor still explicitly
indicate 7.0E with the default being 6.4R packs. This will mean that
upon updating a machine to 7.0F, it will reboot, use the default hesiod
information, finding 6.4R packs and try to auto_update again, which will
cause problems. This situation must be fixed before making any of these
changes to the packs.
