maintaining kernel test trees

I discovered to my dismay this morning that a VAX kernel tree I spent lots
of CPU time building a while ago has been removed by the auto cleanup scripts.
For many programs, this cleanup won't waste much in the way of auditor/submitter
time; for a kernel, however, the makedepend takes eons to complete, and
compiling the .o files also takes a lot of time.
I've kludged up the acls on a new config directory I just made so that
only I have delete access; this should allow others to make changes to
the config without allowing the auto scripts to blow me out of the water.
