Henry, Win and Jerry and I are all right here, I think :-)

On the standard Athena workstation, /site/usr/lib/sendmail.cf should
be a symbolic link to /urvd/root/site/usr/lib/sendmail.cf, or to
whereever the default sendmail.cf file lives on the packs in the next
release.

Any comments?

This still hasn't been changed in 6.4R -- sendmail.cf is still copied
locally to /site/usr/lib/sendmail.cf, even though it doesn't have to
be -- it should be a sym-link to a real file on the RVD.

As I recall, it is partially a "slipped through the cracks" problem
and partially a lack of resolution on exactly what updating a private
workstation means.  I think the extra link you describe is the
correct one to have, however.
