if dvitps is new and completely different from dvi2ps then you should send
your proposal to software_suggestions for the community to review and comment.
if it represents bug fixes to dvi2ps then send your proposal to bugs
both should include details about the changes proposed.
these are the ways that software are included in athena releases.
