The following migrations have been done, but the associated Makefiles still
need work:
bsd-4.3/man/athena --> athena/man
about to do:
bsd-4.3/{vax,rt}/usr.bin/tip --> bsd-4.3/common/usr.bin/tip
Most of bsd-4.3/common/new has to be reviewed as a lot of that can probably
go onto any platform. We shall definitely need to move "mh" since that is
the "supported" mail program (another one to athena/, I guess).
