We should be careful when moving files from the bsd-4.3 hierarchy to
the athena hierarchy that the man pages move with them.
For example, tar.c has been moved into /source/athena/bin/tar.c, but
the man page is still in /source/bsd-4.3/common/man/man1/tar.1.
