debugging tools for reduced root

In the original proposal for the reduced-root workstation, there was
going to be a floppy disk available with debugging tools for working
on a workstation which isn't on the network. These never appeared,
and I have needed them several times, most recently this evening.
Someone needs to make a list of the most commonly needed programs and
make a floppy of each type that can be mounted on /srvd to make a more
functional system for debugging.
To start with, it needs:
/etc/savecore
/bin/adb
/etc/arp
/etc/netstat
