Moira doesn't explicitly know what NGROUPS is, but has some
limitations that affect this. A couple of months ago someone was in
40 groups, and this overflowed the buffer that the grplist entry is
accumulated in. If NGROUPS is raised substantially, we will have to
audit moira for places that need to be adjusted as well.
