E40 machine Rm. too cold

Physical Plant was dispatched to the e40 machine room @~ 12:15pm
today. The alarm message was "too cold". I belive the temp is
59 deg at the far (hallway) wall.
The HVAC person said the cold water does not completly shut
off when the AC unit is calling for heat. When the AC unit calls
for heat the cooling should stop and heating comes from the
running servers.
HVAC man suggested we could turn off 1 AC unit to "warm" the room.
I will leave this decision for op.
HVAC man has issued a WO with Phy Plant to repair this problem.
