Simmons Printers not working

Hi, I emailed last week, and haven't gotten a response.
Both the "waffle" and "simmons" printers are not functioning properly at
the moment. It seems to be a toner problem, however, I just changed the
toner recently, so I don't know what to do. After each printout, there is
a line of noise printed at the bottom of each page.
