Problems at new house again, Wed April 17th

Ping statistics for 18.241.0.1:
    Packets: Sent = 68, Received = 65, Lost = 3 (4% loss),
Approximate round trip times in milli-seconds:
    Minimum = 1ms, Maximum =  685ms, Average =  183ms

Note the 685mx max ping. I also noticed many 500ms+ pings to the router.

Ping statistics for 18.7.16.74:
    Packets: Sent = 88, Received = 70, Lost = 18 (20% loss),
Approximate round trip times in milli-seconds:
    Minimum = 1ms, Maximum =  544ms, Average =  41ms

Ping to x.dialup.mit.edu -- the connection is just unusable.
Lost packets generate too many retries and connection freezes more than it does on 56k dialup.

My computer: 18.241.0.83. Idential problems were noted at other machines in New House including a cluster machine, newhouse-5.

Please respond. This is the second request for help I am filing.
