m66-080 combo lock keypad has problems

Most of the time, the combo lock keypad to the m66-080 cluster takes
several (or many) tries before unlocking the cluster door. Usually on
the first few tries, it doesn't give any response (none of the LEDs
show anything either during or after punching in the combo). After
repeating the code several times it finally accepts it (the green LED
lights and the lock unlatches). Sometimes it's taken me more than 10
tries to get it to open.
I notice in hotline discuss transaction [50672] that richardl pointed
out broken behavior, so it's probably been that way for awhile.
