The following shutdown notice from 1:49pm was actually referring to only
PART of the FCS2 monitoring system, namely the E40 building, which includes
also the East Chill Water Plant (ECP) in its basement. One data concentrator
(for E40) is down, for an unknown duration, which prevents the Operations
Center or Central Utilities from monitoring or overriding various HVAC
systems. The ECP will be monitored by other means. The areas outside E40
monitored by FCS2 are unaffected; and in E40 it is not a loss of control but
of communication. Systems in E40 may well continue to run satisfactorily;
but we will need to find out when they fail by using non-automated means,
including inspections by customer and/or Facilities personnel. Sorry for
the confusion.
In E40 we will be relying on you (the customer) for greater watchfulness of
impending and actual problems; if you come across problems (such as
leaks/floods/lack of heating or cooling) please call the Operations Center
at FIXIT (3-4948), as usual.
A second shutdown notice, at 2:30pm, went to some of you with the correct
description of the area affected; I am attempting to include it here as an
attachment, for the rest of you. If the FCS2 problem cannot be repaired, at
some point some other automated system would be installed; a repair would be
quicker (if possible at all), but not necessarily "quick".

"FCS" stands for Facilities Control Systems, and is intended for Energy
Management and mechanical-system problem detection/diagnosis. FCS2 is the
oldest of several such systems monitored by the Department of Facilities.
