workstation won't reboot properly

I have a private athena workstation on my desk. I tried to reboot it
yesterday morning, and something isn't working right. It's become stuck in
a cycle of reboots. I stopped it with Stop-A and booted into single user
mode. That worked, but I don't know how to fix the problem.

I've been periodically seeing a message:
This system is in the middle of an update. Please contact Athena
Operations at x3-1410. Thank you.

I checked out the web page on maintaining private athena workstations before
calling you, and it suggested:
To circumvent this problem, load the /etc/athena/version file into an editor
(such as Emacs) and delete the last line.
Then re-run the update, and watch carefully for errors.
I was not able to re-run the update because the system packs were not
attached and I have not been able to find out how to do that.
This was on Friday. I tried to simply reboot yesterday, and it got stuck.
