I left a ping running for half a day from steve-dallas (18.70) to
w20-575-33 (finishing at 14:33 today), and it saw 2% loss:

54565 packets transmitted, 53247 packets received, 2% packet loss
round-trip min/avg/max = 1/2/1896 ms
I ran some more tests:
----18.70.0.1 PING Statistics----
100 packets transmitted, 100 packets received, 0% packet loss
round-trip min/avg/max = 2/2/14 ms
----18.187.0.1 PING Statistics----
100 packets transmitted, 100 packets received, 0% packet loss
round-trip min/avg/max = 2/2/9 ms
----18.187.0.51 PING Statistics----
100 packets transmitted, 98 packets received, 2% packet loss
round-trip min/avg/max = 2/4/36 ms
(18.187.0.51 is w20-575-32, so the problem is not specific to a single
machine).
