user playing game refuses to leave

Ok, here it is yet again!!!!

User lulla (Jayant Lulla) who was/is (as of this writing) playing
chess refused to relinquish his workstation when I asked him to give
it up.  I first asked, "Will you be finished soon?"  He said yes.  I
stood there watching him make his next move, then the next.... I said,
"Helloooo, I need the workstation."  He said, "Let me finish this
game."  This is the second time so far that I have problems with this
user.  The first time also involved his playing chess and not willing
to relinquish the workstation.

I went to the OLC office and asked them to help me out.  They said to
call 3-1410.  Whomever I was talking to on the phone said he couldn't
help me since he was just answering the phones and not doing any
rounds or anything.  Well, WHO then can help me?  Why aren't the OLC
consultants empowered to ask someone to leave when they are playing
games.  This topic has been discussed at length but nothing seems to
work.

Ok, so here's my report.  Now what will you guys do about the
offender???
