Hard disk on war returning south

War's hard disk (at pika) was reported to be losing at the beginning
of the month (see hotline #10434). It was generating bad blocks fairly
reliably, which indicates hardware lossage and that reformatting the
disk won't do any real good (since the thing will just generate more
bad blocks). I explained all this to John and Carlton when they came
out, but alas, it is apparently DEC's policy that we must reformat and
make sure it's still broken afterwards before they'll come out and
deal.
So we reformatted and reloaded the software.
And now war is once again losing its mind, and has generated enough
bad blocks again that it doesn't function well, if at all.
