Correct. The paper is "A Software Optimized Encryption Algorithm", by
Phillip Rogaway and Don Coppersmith, pp 56-63 of the proceedings.
It is a fast stream cipher. The paper reports encryption rates of 7.2
MBytes/Second on a 486-50.
