Cnet reports that Microsoft wishes to offer to open up the Windows API as
part of a settlement offer in the anti-trust case.

What is Microsoft offering to do?  Give away a copy of Appleman's book to
every registered software developer who is too lazy to go to Barnes and
Noble?  Obviously there is some merit in Microsoft doing more to make the
API more available, and I have not seen the "offer" Cnet reports, but this
sounds like a sound byte with no meat behind it.
